Home Rehab Grant
Enjoy your golden years in comfort and safety with free home modifications! In partnership with Habitat for Humanity Greater Los Angeles, the City of San Fernando is offering up to $10,000 for eligible homeowners to make necessary modifications to their homes. This includes installing handrails, wheelchair ramps, safety bars, and more to help you age in place.

CalWORKs Emergency Assistance to Prevent Eviction (EAPE)
First-time EAPE applicants may receive up to $5,000 to cover back rent and/or utilities. Your local support is here to help you stay in your home.
Submit your application to your CalWORKs Eligibility Worker, or online through LA County DPSS.

Housing Choice Voucher Program (Section 8 Voucher)
The Housing Choice Voucher Program (Section 8 Voucher) provides a rent subsidy to qualifying families (including singles) based on income eligibility, allowing renters to choose where they want to live, provided that the property owner accepts the Section 8 vouchers.
The Los Angeles County Development Authority (LACDA) is the administering agency for the City of San Fernando Housing Choice Vouchers. Please note that the program is not currently adding new applicants to its waiting list. New applicants are only added to the waitlist during open enrollment periods that take place when the existing waitlist is exhausted. Los Angeles County DCBA Greenline Home Program
The LA County DCBA Greenline Home Program is making homeownership a reality for low to moderate income families in LA County. In commitment to fight the historical injustices of redlining, they are offering a life-changing opportunity: a $35,000 grant to help you buy your first home!

Home Ownership Program (HOP)
The City of San Fernando residents can access the Los Angeles County Development Authority's (LACDA) Home Ownership Program (HOP), which provides a loan of up to $85,000 or 20 percent of the purchase price (whichever is less) of a new home (with a maximum purchase price of $700,000). The loan can be used for down payment and/or closing assistance, with zero percent interest. Repayment is required when the home is sold, the title is transferred, or the home is no longer owner-occupied. This program is available to income-eligible individuals or families who have not owned a home in the last three years. The property must be a single-family detached home or condominium, and participants must complete eight hours of HUD-approved homebuyer counseling. Eligible households must have an Area Median Income (AMI) level of 80 percent (e.g., a single-person household income cannot exceed $66,750).

Mortgage Credit Certificate (MCC)
The Mortgage Credit Certificate (MCC) Program, also offered by LACDA, provides qualified first-time homebuyers with a Federal income tax credit. This allows homeowners to convert up to 20 percent of their annual mortgage interest into a direct dollar-for-dollar tax credit on their U.S. individual income tax returns. The remaining 80 percent of mortgage interest can still be itemized as a tax deduction. This increases net spendable income for qualified homebuyers to help with monthly mortgage payments. The MCC can be combined with the HOP Program for greater financial benefit.

Los Angeles County Eviction Mediation Assistance Helpline
Provides answers to questions regarding the expiration of the eviction moratorium and offer mediation and resource referral services. Assistant is available in multiple languages including: Spanish, Korean, Mandarin, and Armenian.

Tenant Protections
The City of San Fernando encourages all tenants and landlords to be aware of their rights and responsibilities under the California Tenant Protection Act (AB 1482). This state law limits annual rent increases to no more than 5% plus inflation (CPI), or 10% — whichever is lower. It also provides "just cause" eviction protections for long-term tenants and requires written notices for any increase or eviction. Certain properties may be exempt, so tenants should review the law or contact a housing counselor to confirm their protections.
